A.Approval of October 24, 2013, Legislative Review Committee Meeting Minutes
B.Report on Legislation to Develop Law Enforcement Training to Address the Needs of Persons with Developmental and Intellectual Disabilities
The bill would require the Commission on Peace Officer Standards and Training at the next regularly scheduled review of a training module relating to persons with disabilities, to create and make available on DVD and to distribute electronically a course on the steps that may be taken in developing a training course regarding the investigation of crimes against or involving individuals with developmental disabilities, intellectual disabilities, cognitive impairments, and communication impairments.
C.Report on Proposed Legislation to Exempt POST from the Provisions of Government Code 19132
Staff proposes that Legislation to amend Government Code section 19132 and Penal Code section 13503 to exempt POST's personal services contracts from the provisions described in Government Code section 19132 be pursued.  The changes recently made to Government Code section 19132 have substantially delayed the ability of staff to deliver critical law enforcement training statewide.
D.Bills of Interest (Oral Report)

An act to amend Section 980 of the Labor Code, relating to employment.

This bill would prohibit barring employers from requiring or requesting an employee (or respective employee) to disclose their private username or password for the purpose of accessing their social media accounts apply to both public and private employers. Specifically, the bill defines "employer" as the state, a city, a county, a city and county, or a district.

Not signed by the Governor. Returned to author with direction to amend bill language based on concurrence with law enforcement statekholders. To be reconsidered during January 2014.
