1.Report on Third Quarter FY 2013-14 Course Certification
In approving the consent calendar, the Commission receives the report.
2.Report on POST Strategic Plan Implementation

This is a status report on the POST Strategic Plan.  The report is provided to the Commission and the Advisory Committee at each regular meeting to summarize the progress in researching and implementing the Strategic Plan.

Of the 12 objectives, staff reports that:

In approving the Consent Calendar, the Commission accepts the progress report and approves the recommendations of staff concerning the Strategic Plan.

7.Report on the Status to Implement Commission Direction Related to Training Presented by the California Association of Tactical Trainers, Formally International Training Resources
On July 21, 2011, a student was injured during the presentation of a training course, Distraction Device Breaching - Instructor (CCN 1025-33566) certified to and presented by International Training Resources (ITR).  POST staff conducted an investigation which led to the decertification of 22 courses certified to ITR.  On June 28, 2012, ITR appealed the staff decision to the Commission. A written decision was rendered by the Commission on July 9, 2012.  Three determinations were made in this decision and POST staff continues to work with ITR to implement the Commission's direction regarding ITR’s courses.  In keeping with the component of the direction to return sedentary courses to active status; four courses have been certified and four more are under review.   ITR changed the organization’s name to the California Association of Tactical Trainers (CATT) which has been used in all subsequent Commission reports.

8.Report on Efforts to Update the POST Strategic Plan
Staff has continued work with the California State University Sacramento, Center for Collaborative Policy (CCP) to develop an updated strategic plan.  This is an informational item that describes the progress made to date.

9.Report on Update of the Violence Against Women Act (VAWA) Grant

Since 1997 POST has been the recipient of Violence Against Women Act (VAWA) grant funds to develop and present domestic violence and sexual assault training to peace officers and public safety dispatchers administered through California Office of Emergency Services (CalOES).

In FY 2012-13 and FY 2013-14 Staff opted to add the administrative responsibilities and costs to the San Diego Regional Training Center (SDRTC) contract based on a severe staff shortage at POST and changes in the state contracting procedures. 

Due to new grant requirements POST has agreed with CalOES and SDRTC that SDRTC would be awarded the FY 2014-15 funds and POST would assist with the in-kind match through an operational agreement, allowed under grant regulations.

C.Report on the Expenditure Reduction Plan for FY 2013-14 and FY 2014-15
In October 2013, the Commission approved a Budget Expenditure Reduction Plan to reduce expenditures by $4.94 million for FY 2013-14 and $8.6 million for FY 2014-15.  This plan was necessary to mitigate declining revenue into the Peace Officer Training Fund from the State Penalty Assessment Fund.  The reductions would come from both local agency reimbursements and contract training courses.

On June 15, 2014, the California Legislature voted to approve a one-time augmentation of $3.2 million from the state's General Fund to the Commission's FY 2014-15 budget.  These funds are to be allocated for local assistance to cities, counties and districts pursuant Penal Code section 13523.

This report contains options for the Commission to consider to fair and equitably distribute these funds.

If the Commission concurs, the appropriate action would be a MOTION to authorize the Executive Director to reinstate a component of the Budget Expenditure Reduction Plan as enumerated in this report.

D.Report on Request to Amend Commission Regulation 1011 to Add a Dispatcher Supervisory Certificate
At it’s October 1989 meeting, the Commission approved the adoption of a Public Safety Dispatcher Certificate Program.  In October 2006, the Commission approved the intermediate and advanced professional certificates for dispatchers.  In January 2013, POST staff presented the concept of a Dispatcher Supervisory Certificate to the Public Safety Dispatcher Advisory Council (PSDAC).  The Council endorsed the proposal and requirements for this certificate.

The addition of a Dispatcher Supervisory Certificate to the existing Public Safety Dispatcher Certificate Program necessitates a revision to Commission Regulation 1011 (c) to provide authority. 

If the Commission concurs, the appropriate action would be a MOTION to approve, subject to the Notice of Proposed Regulatory Action process, the changes to Commission Regulation 1011, as enumerated in this report, and the implementation of the Dispatcher Supervisory Certificate. If a public hearing is not requested, the changes will become effective January 1, 2015.

BASIC TRAINING BUREAU
E.Report on Proposed Changes to the Training and Testing Specifications for Peace Officer Basic Courses
As part of an ongoing review of Peace Officer Basic Course content, POST staff and curriculum consultants (academy instructors and other subject matter experts) thoroughly review Learning Domain (LD) content to determine if revisions are necessary.  The Training and Testing Specifications and supporting materials for the Learning Domains have been updated to reflect emerging training needs, compliance with legislatively mandated subject matter, changes in the law, or to improve student learning and evaluation.

The proposed changes affect the following Learning Domains:

F.Report on Request for the Renewal of Contract with Corona Solutions
In July 2011, POST entered into a contract with Corona Solutions for data retrieval and processing services to conduct patrol workload studies.  POST receives several workload study requests each year, and the Corona Solutions program allows staff to more efficiently and quickly complete these studies.  The current contract expires on July 21, 2014.  This request is to renew the contract for a three-year period.

If the Commission concurs, the appropriate action would be a MOTION to authorize the Executive Director to enter into a contract with Corona Solutions for data retrieval and processing services to conduct patrol workload studies for three years in an amount not to exceed $210,000. (ROLL CALL VOTE)
