A.Approval of October 23, 2014, Legislative Review Committee Meeting Minutes
B.Bill Analysis - SB 11 (Beall) - An Act Relating to Peace Officer Training Standards
This bill states that it is the intent of the legislature to enact legislation to increase the minimum mental health training standard for California peace officers to address officer and community safety and achieve improved outcomes when interacting with persons with mental illness.
C.Bill Analysis - SB 128 (Wolk and Monning) End of Life
This bill would enact the End of Life Option Act authorizing terminally ill adults who meet certain qualifications to make a request for prescribed medication for the purpose of ending their life. The bill would establish procedures for making such requests, and provide that the cause of death will be recorded as the patient’s terminal illness.

D.Bills of Interest (Oral Report)

1.    AB 37 (Campos) and AB 56 (Quirk).

This bill includes guidelines for use of unmanned aircraft (drones) by law enforcement with and without search warrants.  “State-mandated local program: no.”

2.  AB 46 (Lackey and Melendez) - Controlled substances.

This bill seeks to amend current laws (11350 HS and 11377 HS) resulting from Prop 47 to change possession of gamma hydroxybutyric acid (GHB) from a misdemeanor to a wobbler without regard to previous convictions. 

3.   AB 65 (Alejo); AB 66 (Weber) and AB 69 (Rodriguez).

This bill seeks to appropriate an unspecified sum from the General Fund to develop a grant to match federal funds for the purchase of body-worn cameras for peace officers. This would allow the state to apply for those matching funds on behalf of a local law enforcement agency or to reimburse a local law enforcement agency for its expended funds toward body-worn cameras.

This bill would require the creation of a task force to study the effectiveness of body-worn cameras and to create a manual on policy and best practices.

This bill would require all California peace officers to wear body cameras.

4.   AB 71 (Rodriguez) - Criminal justice: reporting.

This bill requires chiefs and sheriffs to report all instances of officer involved shootings resulting in injury or death to the Department of Justice. Currently, only justifiable homicides are required to be reported.

5.   AB 86 (McCarty) - Peace officers: independent review panel.

This bill would establish an independent review panel within the Department of Justice to investigate and review any use of force by officers which results in death.

6.   SB 34 (Hill) - Automated license plate recognition systems: use of data.

This bill requires automated license plate recognition (ALPR) systems operators to protect and secure information they obtain from the system, to maintain a record of access to information in the system, and to implement a privacy policy.  Persons harmed by the willful violation of these policies make bring civil action against the person causing the violation.
