APPROVAL OF ACTION SUMMARY AND MINUTES

1.Approval of the Action Summary and Minutes of the previous Finance meeting

If the Finance Committee concurs, the appropriate action would be a MOTION to approve the Action Summary and Meeting Minutes from the last Finance meeting.
2.Report on Revenue as of April 30, 2016

The Commission on POST is financed through a Special Fund known as the Peace Officer Training Fund. The Commission is provided a monthly update on the revenue collected by the State Controller’s Office and distributed by the California Department of Finance. POST depends on this revenue to perform its legal obligations to the State of California. Revenues collected through April 30, 2016 are 20.3% lower than last year’s revenue through April 30, 2015.

 

If the Finance Committee concurs, the appropriate action would be a RECOMMENDATION to the Commission to approve the Report on Revenue for the Fiscal Year 2015-16.

3.Report on Expenditures as of April 30, 2016
 

The Commission on POST receives monthly updates from the State Controller’s Office on expenditures and the remaining balances. This report notates expenditures through April 30, 2016.

 

If the Finance Committee concurs, the appropriate action would be a RECOMMENDATION to the Commission to approve the Report on Expenditures for Fiscal Year 2015-16.

4.Report on Reimbursements for Fiscal Year 2015-16

There has been a 19.5% reduction in reimbursements through April 30, 2016, as compared to the same period last year, due to lower than expected revenues distributed to POST.

 

If the Finance Committee concurs, the appropriate action would be a RECOMMENDATION to the Commission to approve the Report on Reimbursements for Fiscal Year 2015-16.

5.Report on Proposed Budget for Fiscal Year 2016-17

Governor Brown issued his May Revision to the Fiscal Year 2016-17 budget for the State of California on May 13, 2016.  The attached includes the Governor’s revised budget proposal for the Commission, as well as a comparison to the current FY 2015-16 budget.

 

If the Finance Committee concurs, the appropriate action would be a RECOMMENDATION to the Commission to approve the Report on Proposed Budget for Fiscal Year 2016-17.

6.REVIEW OF PROPOSED CONTRACTS
Report on Request to Contract for a POST Internal Organizational Study

In June 2015, the Commission approved the updated POST Strategic Plan.  One of the four main goals of that plan was to Increase Efficiency in POST Systems and Operations.

 

The first strategy under this goal is B.3.1 - Complete an organizational workload study of POST utilizing internal resources. In subsequent meetings with the POST Strategic Plan Implementation Team, a determination was made that this project should be done in collaboration with an outside expert in order to have a more global view during the study process.  This contractor will work in partnership with a designated POST staff member from Management Counseling/Leadership Bureau (MCLB) who is experienced and regularly conducts organizational studies for California law enforcement agencies.  The project is estimated to take one year from its initiation to the final report, for a cost not to exceed $75,000.

 

If the Committee concurs, the appropriate action would be a MOTION to recommend to the Commission the authorization of the Interim Executive Director to enter into a contract with a qualified vendor for a POST organizational study.

7.OLD BUSINESS
Report on Law Enforcement Consultant Salary Study

This report to the Finance Committee summarizes staff research on the disparity of Law Enforcement Consultant salaries in comparison to salaries of similar classifications and the steps needed to pursue adjustments to the salaries.  

 

This report is presented for information only.  No action is required.
