In January 2014 work began on the update of the POST Strategic Plan not only to direct POST’s efforts and resources for the next three to five years but to also conduct an analysis of the organization’s strengths and weaknesses and how POST could better serve their clients. To accomplish this POST contracted with California State University of Sacramento, Center for Collaborative Policy (CCP) and requested the process begin with outreach to our external stakeholders as well as our own staff.
CCP conducted extensive outreach including in-person interviews, surveys and validation workshops that with representatives from California Academy Directors Association (CADA), California State Sheriff’s Association (CSSA), California Association of Police Training Officers (CAPTO), California Police Chiefs Association (CPCA), California Peace Officers Association (CPOA), Peace Officer Research Association of California (PORAC) as well as public safety dispatchers, records supervisors, College and Criminal Justice representatives, California Highway Patrol (CHP), State Regional Training Centers, the two public members of the POST Advisory Committee and members of the POST Commission.
Staff then received approval from the Commission to conduct a workshop with Advisory Committee members (representative of POST stakeholders) three Commissioners, and a cross representation of POST staff to develop strategic plan goals and objectives to address the concerns and issues discovered through the outreach.
At the June 2015 meeting, the Commission approved the 2015 POST Strategic Plan that included as one of the four main goals to Increase Efficiency in POST Systems and Operations. The first strategy under this goal is B.3.1 Complete an organizational/workload study of POST utilizing internal resources.
At the June 2016 Commission meeting, staff requested approval to contract with an outside vendor to work with POST staff to complete the organizational/workload study. The Commission approved the request with the direction to collaborate with Commissioner Rick Braziel to finalize the language for the scope of work to be included in the Request for Proposal (RFP). |
