ISSUE:
Should the Commission approve, subject to the Notice of Proposed Regulatory Action process, the proposed changes to Commission Regulation 1015, Reimbursements?
BACKGROUND:
Currently, agencies are being allowed two years beyond the year of training to submit Training Reimbursement Requests (TRRs). This time frame is not stated in regulations, but it is mentioned on the Learning Portal in the FAQ section.  As a result, POST is unable to project the dollar amount of obligations outstanding for TRRs at any given time. All TRRs received are paid out of current year funds rather than being paid out of the year the expenditure was incurred. Toward the end of any given year, POST receives TRRs from agencies related to training completed up to three years prior. The current process makes it difficult for POST to project expenditures.
ANALYSIS:

In order to ensure TRRs are submitted timely, staff recommends the Commission approve the following amendment to Regulation 1015:

Agencies must submit TTRs within the fiscal year the training was completed.  The fiscal year for the State of California begins on July 1 and ends on June 30.  POST will accept agency TTRs up to 60 days after the end of the fiscal year, or August 31.

RECOMMENDATION:
Staff recommends that the Commission approve, subject to the Notice of Proposed Regulatory Action process, the amendment to Regulation 1015 described in this report.  The Commission may also entertain other options which might expedite submissions in future years.
