ISSUE, BACKGROUND, ANALYSIS, & RECOMMENDATION
ISSUE:
Should the Commission authorize the Executive Director to enter into contracts with POST certified presenters of the Basic Emergency Vehicle Operation Courses (EVOC), Basic Motorcycle Course, Motorcycle Update Courses, and Basic Narcotics Courses during FY 2017-18 in the amount not to exceed $2,930,133?
BACKGROUND:
For many years, the Commission has contracted with various presenters to deliver high cost training courses including the Basic Emergency Vehicle Operations Training Courses (EVOC), Basic Motorcycle Courses, Motorcycle Update Course, and Basic Narcotics Course at a per student cost established in the contracts.  During Fiscal Year 2016-17, these courses were contracted with 17 presenters throughout the state.
ANALYSIS:

Contracts for EVOC Training, Basic Motorcycle Training, Motorcycle Update, and Basic Narcotics Course were increased in Fiscal Year 2016-17 due to academies having a growth in attendance.  The overall contracted amounts proposed for Fiscal Year 2017-18 will remain at the current level and not exceed $2,930,133 (see Attachment A) in order to continue to monitor attendance before proposing any funding reallocations.

Contract agreements are proposed for the following agencies and college presenters:

- Alameda County Sheriff's Department

- Allan Hancock College

- Butte-Glenn Community College District

- Contra Costa County Sheriff's Department

- Fresno Police Department

- Los Angeles Police Department

- Napa Valley College Criminal Justice Training Center

- Oakland Police Department

- Orange County Sheriff's Department

- Riverside County Sheriff's Department

- Sacramento Police Department

- San Bernardino County Sheriff's Department

- San Diego Police Department

- Santa Rosa Junior College

- South Bay Regional Training Public Safety Training Center

- Stanislaus County Sheriff's Department

- Ventura County Sheriff's Department

This item supports Strategic Plan Goal D: Enhance law enforcement's ability to serve their communities

RECOMMENDATION:
