ISSUE:
Should the Commission authorize the Executive Director to enter into contract with San Diego Regional Training Center, South Bay Regional Public Safety Training Consortium, and CSU Long Beach Criminal Justice Research Training Center or other entities for the presentation of Instructor Development Institute Training Program courses for FY 2017-18 in an amount not to exceed $893,638?
BACKGROUND:

In July 1989 the Commission approved an agenda item authorizing a pilot program for instructor development.  The vision was for a multi-level, multi-track program to develop professionalism in the delivery of law enforcement instruction. Between 1989 and 2007 the program was developed, piloted, presented and revamped to become the four-level Instructor Development Institute (IDI) training program currently presented.

In 2010, the Commission approved Commission Regulation 1009 which requires instructors in a Regular Basic Course (RBC) to comply with the requirements of the Academy Instructor Certification Program (AICP).  This program includes successful completion of the Academy Instructor Certification Course (AICC) and subsequent triennial re-certification.  The AICC mandated course is level one of the IDI program.

POST currently contracts with the San Diego Regional Training Center (SDRTC) to present Instructor Development Institute (IDI) training courses at the intermediate, advanced and master levels for law enforcement trainers.  The currently contract will expire on June 30, 2016.

ANALYSIS:

To provide the IDI Program, POST contracts with qualified presenters to facilitate the courses.  The IDI programs not only allow students to meet POST Regulation requirements, but enhances their course development and facilitation skills which raises the quality of the courses presented at the basic and in-service levels.

The contract with San Diego Regional Training Center (SDRTC) includes program management, Advanced and Master IDI level course presentations, and IDI Intermediate Certification (the second level of the IDI Program).  This includes, a 24-hour Core Course and multiple one-day instructor development training courses that assist instructors to meet the triennial re-certification requirement of eight hours every three years.  In addition, SDRTC provides IDI facilitator development that is essential to keep the program at the leading edge of instructor training.  To be consistent with the decentralization and regionalization of the IDI Program, staff is requesting to add two additional presenters, South Bay Regional Public Safety Training Consortium and CSU Long Beach Criminal Justice Research Training Center to present the IDI Intermediate Certification (the second level of the IDI Program).

A breakdown of the cost of the IDI contracts is provided in Attachment A.

This program supports POST Strategic Plan Objectives: B.8 Instructors of POST certified courses are highly skilled and well prepared, B.8.1 Ensure Instructor certification and training requirements in POST regulations are current, B.8.2. Ensure Instructors have access to training and resources that enhance student learning, and B.8.3 Identify and assess current feedback methods for input on instructor performance.

RECOMMENDATION:
Staff recommends the Commission authorize the Executive Director to approve a contract with the San Diego Regional Training Center, South Bay Regional Public Safety Training Consortium, and CSU Long Beach Criminal Justice Research Training Center or other entities for the presentation of Instructor Development Institute Training Program courses for FY 2017-18, in an amount not to exceed $893,638.
