APPROVAL OF ACTION SUMMARY AND MINUTES

1.Approval of the Action Summary and Minutes of the previous Finance meeting

If the Finance Committee concurs, the appropriate action would be a MOTION to approve the Action Summary and Meeting Minutes from the last Finance meeting.
2.Report on Revenue for Fiscal Year 2015-16

The Commission on POST is financed through a Special Fund known as the Peace Officer Training Fund. The Commission is provided a monthly update on the revenue collected by the State Controller’s Office and distributed by the California Department of Finance. POST depends on this revenue to perform its legal obligations to the State of California. Revenues collected for Fiscal Year 2015-16 are 2.7% lower than for Fiscal Year 2104-15.

 

If the Finance Committee concurs, the appropriate action would be a RECOMMENDATION to the Commission to approve the Report on Revenue for the Fiscal Year 2015-16.

3.Report on Expenditures for Fiscal Year 2015-16

The Commission on POST receives monthly updates from the State Controller’s Office on expenditures and the remaining balances. This report notates expenditures through June 30, 2016.

 

If the Finance Committee concurs, the appropriate action would be a RECOMMENDATION to the Commission to approve the Report on Expenditures for Fiscal Year 2015-16.

4.Report on Contract Expenditures for Fiscal Year 2015-16

The total amounts expended for administrative and training contract approved for Fiscal Year 2015-16 are attached.

 

If the Finance Committee concurs, the appropriate action would be a RECOMMENDATION to the Commission to approve the Report on Contract Expenditures for Fiscal Year 2015-16.

5.Report on Reimbursements for Fiscal Year 2015-16

There has been an 18.8% reduction in reimbursements through June 30, 2016, as compared to the same period last year, due to lower than expected revenues distributed to POST.

 

If the Finance Committee concurs, the appropriate action would be a RECOMMENDATION to the Commission to approve the Report on Reimbursements for Fiscal Year 2015-16.

6.Report on Enacted Budget for Fiscal Year 2016-17

The Fiscal Year 2016-17 started on July 1, 2016. There have been changes that have been added to this budget since the June 2016 Commission meeting that impact the Governor’s Budget presented on January 7, 2016.

 

If the Finance Committee concurs, the appropriate action would be a RECOMMENDATION to the Commission to approve the Report on Proposed Budget for Fiscal Year 2016-17.

7.REVIEW OF PROPOSED CONTRACTS
Report on Request to Contract for Principled Policing Training and Mentoring Programs

In 2015 Attorney General Kamala Harris established a Principled Policing Task Force that focused on the development of Procedural Justice and Implicit Bias training for law enforcement executives.  This course was highly successful and revealed the need to develop training for all levels of law enforcement personnel.

 

POST has collaborated with the California Department of Justice to develop a one-day course for in-service personnel and a two-day train the trainer course.

 

In July 2016 POST received five million dollars to develop and present training over the next six years.  POST will enter into contracts with qualified vendors to present this training throughout California.

 

If the Commission concurs the appropriate action would be a ROLL CALL VOTE to approve the Executive Director to enter into contracts with qualified vendors for the presentation of Principled Policing: Procedural Justice and Implicit Bias training and mentoring programs for FY 2016-17 in an amount not to exceed $183,600.
