ISSUE:

There are currently four (4) LECs assigned to MCLD involved in management studies.  These four LECs also are program managers of leadership development courses.  All leadership courses are in great need of redesign to infuse Principle Policing tenants as well as ensuring these courses are contemporary.  The course content for Supervisor Leadership Institute, Command College, Executive Development,  and the Management Course have not been evaluated in excess of seven (7) years.

With the time required for management studies, these programs have not had the attention required to ensure their value, contemporary techniques and inclusion of Principled Policing is satisfactory.

BACKGROUND:

In 1967, direction was given from President Lyndon B. Johnson for all established POSTs in the United States to provide assistance to law enforcement agencies to further their professionalism.  That same year PC 13513 was codified and CA POST began management studies.

Over the past 51 years, POST has accepted agency requests for assistance varying from workload, organizational, to evidence/property studies.  Presently, POST has 21 pending studies in queue. Of those 21, thirteen are evidence/property based.

ANALYSIS:

With a staff of four (4) LECs devoting work time 50% time, the average time per study is approximately 8 months.  With 21 studies already in queue, at this pace the total time to complete pending studies is projected to be 4.6 years. 

Stepping away temporarily from management studies will allow staff to re-tool and streamline the study.  Additionally, the staff in MCLD will also be afforded the opportunity to re-assess their program courses and infuse the Procedural Justice elements into curriculum.

RECOMMENDATION:
POST recommends the temporary suspension of Management Studies for 12-18 months.
