ISSUE:
Should the Commission authorize the Executive Director to enter into a contract for up to three years with an appropriate entity to provide hosting, support, and maintenance services to sustain the POST Learning Portal in an amount not to exceed $598,398?
BACKGROUND:
Since the inception of the Learning Portal in 2005, POST has contracted with a private vendor for operational services that includes the hosting of courses, tools and training videos, updating code to support additional browsers, and addressing technical and usability issues. The contract also allows for periodic enhancements to the Portal’s functionality as well as updates of the user interface for better usability. The current contract expires December 31, 2018.
ANALYSIS:

The POST Learning Portal is the access point for self-paced, web-based training and resources for California law enforcement personnel. There are currently over 108,720 registered users, and this number continues to grow at a rate of about 770 per month. In order to serve this increased user population, and develop additional online training and performance support tools, POST must contract with a vendor for hosting, support and maintenance of the Learning Portal. 

This request is for approval to pursue a new three-year contract for these services in an amount not to exceed $598,398.  A breakdown of the cost over the next three years is reflected in Attachment A.

RECOMMENDATION:
Staff recommends the Commission authorize the Executive Director to enter into a contract for up to three years with an appropriate entity to provide hosting, support and maintenance services to sustain the POST Learning Portal in an amount not to exceed $598,398.
