ISSUE, BACKGROUND, ANALYSIS, & RECOMMENDATION
ISSUE:
Should the Commission authorize the Executive Director to contract with the current presenters of the Management Course, or other entities, for FT 2018-19 in an amount not to exceed $939,931?
BACKGROUND:
The Management Course is mandated for all sworn managers in the POST program within 12 months of promotion to the management rank.  Sworn first-line supervisors and civilian managers may also attend, if approved by their department heads.  Sworn managers who are mandated to attend receive enrollment preference.  This 104-hour course makes use of adult learning principles, employing numerous exercises, reading assignments, and group projects to enhance students' management skills.
ANALYSIS:

During FY 2018-19, POST estimates approximately 600 persons may need to attend the Management Course.  With an approximate class size of 26 students per presentation, 23 presentations of the Management Course will be offered to accommodate up to 598 students.

By slightly increasing the class student capacity, POST staff anticipate a savings of $129,452 over the previous year's program.

The requested amount will be allocated as reflected in Attachment A.
RECOMMENDATION:
Authorize the Executive Director to contract with the current presenters of the Management Course or other entities, for
FY 2018-19 and authorize the expenditure for the related course curriculum update, in an amount not to exceed $939,931.
