ISSUE:

Should the Commission authorize the Executive Director to contract with an entity for support of the Executive Development Course (EDC) during FY 2018-19 in an amount not to exceed $217, 695?

This is a reduction of $43,539 from last years contract.

BACKGROUND:
The EDC is designed for all sworn executive managers in the POST program of the rank of lieutenant or higher who have completed the Management Course.  An agency chief executive must successfully complete the EDC to receive the Executive Certificate.  During FY 2017-18 the six presentations of the 80-hour EDC have been completely booked, with a waiting list for courses into the fall of 2018. The amount of the EDC contract for FY 2017-18 was $261,234. 
ANALYSIS:

In FY 2018-19, POST will offer only four EDC sessions. This is a reduction of two sessions from the offerings in FY 2017-18, consistent with POST budget reduction objectives.  Based upon the number of applications and the waiting list from this year, it is anticipated all four sessions will be filled. The EDC will be presented applying contemporary adult learning principles and employ a variety of learning exercises, reading assignments, and group activities. Per class contract cost remains the same for FY 2018-19; however, elimination of two sessions reflects a 34% decrease, which is a reduction of $43,539. in the overall contract cost for FY 2018-19, as compared to FY 2017-18 contract. This contract, along with all other POST contracts, will be sent out to bid for FY 2018-19.

The total annual contract cost is not to exceed $217,695.  Attachment A reflects the cost breakdown.

RECOMMENDATION:
Staff recommends the Commission authorize the Executive Director to enter into a contract with an entity to provide support for the Executive Development Course program during FY 2018-19, at a cost not to exceed $217, 695.
