Contracts for EVOC Training (LD19) and Basic Motorcycle Training were increased in Fiscal Year 2016-17 due to having a growth in attendance. Academy attendance for Fiscal Year 2018-19 is expected to continue to grow.
The Training Delivery and Compliance Bureau has cut the Department of Justice contract funding (to only include Legislative Mandated courses) in the amount of $169,125. The Department of Justice contract historically included funding for computer courses and narcotics related training. The savings from the Department of Justice contract has been re-allocated to EVOC presenters.
Funding for the Motorcycle Officer Update course is no longer required. This money ($33,104) has also been re-allocated towards additional funding for EVOC presenters.
Bakersfield Police Department (PD) has recently been certified for a Basic Intensive Academy. Bakersfield PD has an EVOC track and students are no longer being sent to Southern California for training. By allowing Bakersfield PD a contract, this fulfills a need for EVOC training in the Central Valley. The cut in funding for the Department of Justice courses and the Motorcycle Officer Update Courses will allow Bakersfield PD a new contract and in addition increases funding to existing EVOC contracts.
The overall contracted amount proposed for Fiscal Year 2018-19 will increase $119,696.00 to a total of $3,049,829.00. (see Attachment A). No new funding is being requested.
