ISSUE, BACKGROUND, ANALYSIS, & RECOMMENDATION
ISSUE:
Should the Commission authorize the Executive Director to enter into contracts with POST certified presenters of the Emergency Vehicle Operation Course (EVOC) used in Learning Domain 19 (LD19) and Basic Motorcycle Courses during FY 2018-19 in the amount not to exceed $3,049,829?
BACKGROUND:

For many years, the Commission has contracted with various presenters to deliver high cost training courses including the EVOC (LD19) Course and Basic Motorcycle Course at a per student rate cost established in the contracts.  During Fiscal Year 2017-18 the courses were contracted with 17 presenters throughout the state.

The Basic Narcotics course was historically tied to this agenda item, even though it had no direct relation to academy training, EVOC, or the Basic Motorcycle Course.  Thus, for Fiscal Year 2018-19, the Basic Narcotics contract has been removed from this agenda item.  Furthermore, POST is eliminating the Basic Narcotics course contract altogether.

ANALYSIS:

Contracts for EVOC Training (LD19) and Basic Motorcycle Training were increased in Fiscal Year 2016-17 due to having a growth in attendance.  Academy attendance for Fiscal Year 2018-19 is expected to continue to grow.

The Training Delivery and Compliance Bureau has cut the Department of Justice contract funding (to only include Legislative Mandated courses) in the amount of $169,125.  The Department of Justice contract historically included funding for computer courses and narcotics related training.  The savings from the Department of Justice contract has been re-allocated to EVOC presenters.

Funding for the Motorcycle Officer Update course is no longer required.  This money ($33,104) has also been re-allocated towards additional funding for EVOC presenters.

Bakersfield Police Department (PD) has recently been certified for a Basic Intensive Academy.  Bakersfield PD has an EVOC track and students are no longer being sent to Southern California for training.  By allowing Bakersfield PD a contract, this fulfills a need for EVOC training in the Central Valley.  The cut in funding for the Department of Justice courses and the Motorcycle Officer Update Courses will allow Bakersfield PD a new contract and in addition increases funding to existing EVOC contracts.

The overall contracted amount proposed for Fiscal Year 2018-19 will increase $119,696.00 to a total of $3,049,829.00. (see Attachment A).  No new funding is being requested.

Contract agreements are proposed for the following agencies and college presenters:

-Alameda County Sheriff's Department

- Allan Hancock College

- Bakersfield Police Department - NEW

- Butte-Glenn Community College District

- Contra Costa County Sheriff's Department

- Fresno Police Department

- Los Angeles Police Department

- Napa Valley College Criminal Justice Training Center

- Oakland Police Department

- Riverside County Sheriff's Department

- Sacramento Police Department

- San Bernardino County Sheriff's Department

- San Diego Police Department

- Santa Rosa Junior College

- South Bay Regional Training Public Safety Training Center

- Stanislaus County Sheriff's Department

- Ventura County Sheriff's Department

This item supports Strategic Plan Goal D: Enhance law enforcement's ability to serve their communities.

RECOMMENDATION:
Staff recommends the Commission authorize the Executive Director to enter into contracts with POST certified presenters of the Basic EVOC Course and Basic Motorcycle Course during FY 2018-19 in the amount not to exceed $3,049,829.
