ISSUE, BACKGROUND, ANALYSIS, & RECOMMENDATION
ISSUE:
Should the Commission authorize the Executive Director to enter into contracts with current presenters or other entities for presentation of courses of the Robert Presley Institute of Criminal Investigation (ICI) Program for FY 2018-19 in an amount not to exceed $1,889,658.
BACKGROUND:

In 1995, pursuant to Penal Code section 13519.9, the Commission established an advanced training program called the Robert Presley Institute of Criminal Investigation (ICI) to meet the needs of criminal investigators.  POST currently contracts with the following eight entities for presentation of the ICI training courses throughout California: Northern California Regional Public Safety Training Authority, State Center Regional Training Center - Fresno/Fresno City College, Los Angeles Police Department, Los Angeles Sheriff's Department, San Diego Miramar College, San Francisco Police Department, San Diego Regional Training Center, and South Bay Regional Public Safety Training Consortium. 

The contracts provide for course presentation costs, equipment acquisition and course research and development.

ANALYSIS:

ICI provides cutting-edge training to prepare investigators to meet and manage the challenges of conducting complex criminal investigations.  In compliance with P.C. 13519.9, the program consists of an 80-hour core investigations course, 16 foundation specialty courses (e.g., Sexual Assault Investigation, Child Abuse Investigation, Officer Involved Shootings, and Terrorism) and a series of elective investigative courses.

The Institute will include the use of eight approved contract presenters located around the state.  This training is offered without tuition cost for participants in the POST Reimbursable Program. The requested funds of $1,889,659 represent a significant decrease from the past fiscal year contract obligations of  $3,779,317.

The decrease to $1,889,658 reflects cuts being  implemented to help balance the POST budget for FY 2018-19. 

A breakdown of training course presentation costs is described in Attachment A. (Due to ongoing budget reductions, additional commensurate reductions in ICI course reimbursement may occur.)

The ICI Program is supported by POST Strategic Plan Objectives A.1 California law enforcement agencies are prepared to address emerging trends and challenges, A.1.1 Identify and convey information on emerging trends to the field, and A.1.2 Establish a process to ensure POST-developed courses are relevant and contemporary. 

RECOMMENDATION:
Staff recommends the Commission authorize the Executive Director to enter into contracts with current presenters or other entities for delivery of courses of the Robert Presley Institute of Criminal Investigation (ICI) Training Program for FY 2017-18 in an amount not to exceed $1,889,658.
