The Commission's written decision in the ITR (CATT) appeal made the following three determinations:
- The Distraction Device Breaching Instructor Course (CCN 1025-33566) - This course was properly decertified and should remain decertified.
- Sedentary Classroom Training Courses - Those courses identified as solely classroom courses in which students "passively receive, in a sedentary manner..." the course instruction shall be returned to active status and shall no longer be noted in the Commission's records as being decertified.
- Other Courses Involving Practical Application by Students Beyond Sedentary Classroom Instruction - The Commission will allow ITR to demonstrate that continued decertification of courses involving practical application by students is unwarranted. The Commission will allow for the decertification of such courses to be reversed and returned to active status, only upon a thorough review to determine that the courses meet all mandated certification and presentation requirements. Courses will be audited by POST staff at ITR's expense.
The following four sedentary courses were identified in the Electronic Data Interchange (EDI) system to begin to implement the Commission's second Determination:

- CCN 1025-30922 - Dispatcher - Tactical Operation
- CCN 1025-30869 - Dispatcher - Tactical Operations, Advanced
- CCN 1025-23030 - Special Weapons and Tactics
During the certification process in 2012, several course titles have been updated to more effectively reflect the course content and conform with standardized course titles. Staff from the Training Delivery and Compliance Bureau performed unannounced audits of two courses during April and May 2018. The May course was canceled due to lack of minimum attendance. The selected POST staff are Law Enforcement Consultants with a background in SWAT (Special Weapons and Tactics). The audit results of the April course showed that CATT paid close attention to the safety aspect of their training presentations. Staff noted that the instructors promote ethical behavior, and discourage unethical behavior by others. Additional notations included that the instructors demonstrated in-depth knowledge of relevant topics, ethical considerations, and were able to draw on their experiences when answering safety and tactical related questions. Staff did not observe any safety concerns during the course (1265-3327 Tractical Ropes Instructor Course).
Staff also spoke with students on breaks, who spoke highly of the instructors and the safety practices.
Staff are satisfied the problem identified in the 2011 report have been properly addressed by CATT, rendering the periodic reporting requirement by POST staff to no longer be necessary.
