ISSUE: |
Should the Commission approve, subject to the Notice of Proposed Regulatory Action process, the proposed revision of Commission Regulations 1070 and 1082 described in this report? |
BACKGROUND: |
The California Emergency Medical Services Authority (EMSA), which establishes First Aid/CPR training standards for public safety personnel, has approved revisions to the California Code of Regulations, Division 9, Title 22, Chapter 1.5 First Aid Standards for Public Safety Personnel, that significantly increases the level of skills to be taught to peace officers. |
ANALYSIS: |
POST has updated Commission Regulation 1070 (Attachment A) to add AED to the specialized subject and refer to EMSA for required instructor training requirements. Commission Regulation 1082 (Attachment B) updated to add AED and refer to EMSA (Title 22, Chapter 1.5, Section 1028(a) of the California Code of Regulations) for content. |
RECOMMENDATION: |
Staff recommends that the revisions to the Regulations 1070 and 1082 be amended pursuant to the rulemaking process and the Office of Adminstrative Law. If no one requests a public hearing, the amendments would become effective January 1, 2019. |
