ISSUE:
Should the Commission authorize changes to Commission Regulation 1015 and Procedure E - 3, Reimbursements Rates for Training?
BACKGROUND:

Historically, agency reimbursement rates have been updated annually and based on the State reimbursement rates set by CalHR. 

Since 2006 the rates have not been updated other than periodic adjustments to mileage reimbursement rates.  As a result, lodging and mileage rates have fluctuated without adjustment to POST lodging and meal reimbursement rates.  The updates to mileage reimbursements have been infrequent while lodging rates have not been adjusted to adhere to reimbursement rates dictated by CalHR.

POST reimbursement rates for hotel and meals follow the reimbursement rates established and provided by CalHR in accordance with Bargaining Unit contracts.  POST reimbursement rates do not include incidentals as identified by CalHR.

 

ANALYSIS:

In comparing State reimbursement rates to the rates contained in Commission Regulation 1015 and Procedure E - 3, it was determined several rates have changed since they were updated in 2006.

Currently, Commission Regulation 1015 and Procedure E do not reflect the appropriate lodging or meal reimbursement rates as established by CalHR in 2017.

The proposed regulation changes would direct reimbursement inquiries to the CalHR website.  By linking to the CalHR website for reimbursement rates will ensure rates are current and accurate as CalHR changes reimbursement rates for lodging and meals.  The proposed change would also eliminate the annual POST update requirement to ensure reimbursement rates are current and inline with rates published by CalHR (see Attachment A). 

Proposed regulation changes will adjust subsistence allowance to $41 for meals.   

 

RECOMMENDATION:
Staff recommends the Commission approve the requested revision to Commission Regulation 1015 and Commission Procedure E - 3 to adjust reimbursement rates to coincide with California Department of Human Resources (CalHR), including $41 for meals.
