ISSUE:
Should the Commission approve, subject to the Notice of Proposed Regulatory Action process, the proposed revision to the Basic Course Waiver application form as enumerated in the report?
BACKGROUND:
The Basic Course Waiver (BCW) process is an option for peace officers from other states to meet the Regular Basic Course (RBC) training requirement.  Applicants submit documentation of prior law enforcement training and service.  The BCW process compares entry level and in-service training to the California requirements.  Applicants who meet the minimum training requirement can proceed to the BCW Testing Process which assesses job knowledge and skills levels. 
ANALYSIS:

The proposed revision would update the BCW application form (Attachment A) to update it to make it consistent with regulations, add electronic payment, and to increase the fee.

The current fee of $75 was established in 1981 when the BCW process was implemented.  The application and evaluation fee includes applicant processing, staff evaluation of equivalent documentation, staff time and materials costs required to correspond with the individuals and agencies through the process, staff time involved in processing the fee, and administrative/supervisory time required for review and approval.   Since 1981 the cost of processing an application has increased significantly.  For that reason POST is proposing a fee increase from $75 to $250. 

RECOMMENDATION:
Staff recommends the Commission approve, subject to the Notice of Proposed Regulatory Action process, the recommendation as described in this report.
