ISSUE:
Should the Commission authorize the Executive Director to amend contracts with current presenters for the Robert Presley Institute of Criminal Investigation (ICI), Command College (CC), and the Sherman Block Supervisory Leadership Institute (SLI) for FY 2018-19 if the CA Commission on POST receives a FY 2018-19 budget augmentation for these programs?
BACKGROUND:

In February of 2018, POST Commissioners authorized the Executive Director to enter into contracts with current presenters or other entities for the presentation of courses for the Robert Presley Institute of Criminal Investigation (ICI), Command College (CC), and the Sherman Block Supervisory Leadership Institute (SLI). The ICI contract was not to exceed $1,889,658, the SLI contract was not to exceed $844,186 and the CC contract was not to exceed $285,767. The contract amounts were based on the expectations of the POST budget for FY 2018-19, and reflected a significant reduction from previous fiscal years.

Since the February Commission meeting, an additional augmentation to the POST budget is being considered by the Legislature and Governor’s office for FY 2018-19, with funding intended to enhance the number of course offerings of ICI, SLI, and CC.

ANALYSIS:
The Executive Director needs Commission approval to amend the ICI, SLI, and CC contracts. If the Commission approves amendments at the June Commission meeting contingent on an augmentation to the POST FY 2018-19 budget, it would allow POST to  amend the contracts in July, subsequently expediting training delivery to law enforcement personnel.
RECOMMENDATION:
Staff recommends the Commission authorize the Executive Director to amend FY 2018-19 contracts for ICI, SLI, and CC if an enhancement to the POST budget for these programs is approved by the Legislature and Governor’s Office.
