ISSUE:
Should the Commission approve, subject to the Notice of Proposed Regulatory Action process, the proposed Training and Testing Specifications for Peace Officer Basic Courses, as specified in this report?
BACKGROUND:
As part of an ongoing review of the Regular Basic Course content, POST staff and curriculum consultants review Learning Domain content to determine currency and job task relevancy. This process is facilitated by POST and attended by subject matter experts, academy directors, and coordinators. Some of the more significant outcomes of these workshops are recommendations for updating and enhancing the basic courses. 
ANALYSIS:

The proposed changes affect the following Learning Domains:

  • Minimum Content and Hourly Requirements Regular Basic Course (RBC) Modular Format - Module I (Attachment A)
  • Minimum Content and Hourly Requirements Regular Basic Course (RBC) Standard Format (Attachment B)
  • Minimum Content and Hourly Requirements Specialized Investigators' Basic Course (Attachment C)
  • Minimum Content and Hourly Requirements Requalification Course (Attachment D)
  • LD 26, Critical Incidents (Attachment E)
  • LD 32, Lifetime Fitness (Attachment F)
  • LD 41, Hazardous Materials Awareness (Attachment G)
  • LD 43, Terrorism Awareness (Attachment H)

The revisions to Learning Domains 26, 41, and 43 included combining related content from the three Learning Domains into two more focused domains and removed duplicative and outdated information. To enhance student performance and retention the Learning Domains were removed from the POST-Constructed Comprehensive Tests, and the Required Learning Activities were updated to enhance knowledge in the subjects.

The minimum hourly requirements were updated to reflect the changes to the hours by combining the Learning Domains and removing duplicative and outdated information.

Hours were added to Learning Domain 32 to reflect the minimum hours required to complete the required objectives and required learning activities.

RECOMMENDATION:
Staff recommends the Commission approve the revisions to the Training and Testing Specifications as amended, and pursuant to the rule-making process and approval from the Office of Administrative Law.  If no one requests a public hearing, the amendments will become effective April 1, 2019.
