ISSUE, BACKGROUND, ANALYSIS, & RECOMMENDATION
ISSUE:
Should the Commission authorize the Executive Director to increase the maximum reimbursable tuition for Basic Course Driver Training to $1,500.00 and enter into contracts with POST certified presenters of the Emergency Vehicle Operation Course (EVOC) used in Learning Domain 19, during Fiscal Year 2019-20 in the amount not to exceed $3,868,500.00?
BACKGROUND:

For many years, the Commission has contracted with multiple presenters to deliver high cost training courses at a per student rate established in the contract.  During Fiscal Year 2018-19 the course was contracted with 18 presenters throughout the state.

 
ANALYSIS:

The last time there was an increase in the Basic Course Driver Training was August 2013.  Since then, the costs for vehicle maintenance, fuel, and instructor fees have significantly increased. The proposed contracts will increase the cost per student from $1,000.00 to $1,500.00. The overall contracted amount proposed for Fiscal Year 2019-20 will increase $1,289,500.00 to a total of  $3,868,500.00.  (see Attachment A)

Contract agreements are proposed for the following basic academy presenters:

-Alameda County Sheriff's Department

-Allan Hancock College

-Bakersfield Police Department

-Butte-Glenn Community College District

-Contra Costa County Sheriff's Department

-Napa Valley College Criminal Justice Training Center

-Oakland Police Department

-Riverside County Sheriff's Department

-Sacramento Police Department

-San Bernardino County Sheriff's Department

-San Diego Police Department

-Santa Rosa Junior College

-South Bay Regional Training Public Safety Training Center

-Stanislaus County Sheriff's Department

-Ventura County Sheriff's Department

RECOMMENDATION:
Staff recommends the Commission authorize the Executive Director to increase the maximum reimbursable tuition to $1,500.00 and enter into contracts with POST certified presents of the Basic Driver Training Course Fiscal Year 2019-20 in the amount not to exceed $3,868,500.00
