ISSUE, BACKGROUND, ANALYSIS, & RECOMMENDATION
ISSUE:

Should the Commission authorize the Executive Director to enter into a contract with the California Department of Justice (DOJ) for Fiscal Year 2019-20 to present the described training courses for an amount not to exceed $240,510.00?

BACKGROUND:
POST has contracted with the DOJ to present certified courses since 1974.  The amount of the agreement each year is based upon actual presentation costs to DOJ for instruction, coordination, supplies and travel.  Training needs assessment information, including the delivery of legislatively mandated courses and agency feedback, influence which courses are included in the contract.  Individual course budgets are developed in accordance with existing certification requirements.
ANALYSIS:

The DOJ provides quality, highly technical computer related training courses that are not readily available through other presenters.  Consistent with the direction of the legislature in PC 13523, as well as POST Commission Regulation 1015, which codifies that POST Reimbursement is to be based upon fund availability as approved by the Commission, the contract reflects reimbursement only for those Legislatively Mandated courses.

Due to the recent proposed Governor's budget, DOJ was not able to provide the actual number of presentations at the time of publication.

RECOMMENDATION:
Staff recommends the Commission authorize the Executive Director to enter into a contract with the DOJ for FY 2019-20 to present the prescribed training courses for an amount not to exceed $240,510.00.
