The 80-hour POST
Supervisory Course is mandated for peace officers promoted, appointed, or
transferred to first line supervisory positions. Other officers may
attend the course if they might be promoted as first line supervisors within
the next 12 months or are assigned to quasi-supervisory positions. These
officers may attend the course with agency approval provided that each
individual officer has been awarded or is eligible to obtain the Basic
Certificate.
The presenters of the
Supervisory Course are both community colleges and law enforcement
agencies. Community colleges present the course using State full time
equivalency (FTE) revenue to support the training. Law enforcement agency
presenters use their staff to instruct and may receive FTE funds through an
affiliation with a local community college. In many cases, FTE funding is
insufficient to offset actual presentation costs and expenses. The
Commission has previously authorized subvention of expenses in excess of FTE
funds at an actual cost not to exceed $6,930 per presentation.
During FY 18-19, the Supervisory course underwent a course quality evaluation. In addition to the evaluation, outreach to the field for feedback on the quality of the course and instruction will be completed prior to the end of FY 18-19.
There is currently a shortage of instructors based on attrition. Instructor candidates must complete a 40 hour Train the Trainer Course to qualify to instruct.
During FY 2018 - 19, a total
of $221,760 was requested to enable as many as 32 subsidized presentations, in
the amount of $6,930 each. Seven of the total 16 Supervisory Course
presenters requested subsidies. A single presenter was utilizing Plan V Course Certification to receive reimbursement for the course. |
