ISSUE, BACKGROUND, ANALYSIS, & RECOMMENDATION
ISSUE:

Should the Commission authorize the Executive Director to enter into a contract with a qualified entity for support of the Sherman Block Supervisory Leadership Institute in an amount not to exceed $2,301,505.90

BACKGROUND:

POST has presented the Sherman Block Supervisory Leadership Institute (SLI) since 1988.  SLI is an intensive 8-month program for first line supervisors based on experiential learning techniques.  Students are challenged to learn new ways to resolve issues through both group and individual work.

 

During FY 2018-19, the concepts of Procedural Justice were interwoven into the SLI curriculum. SLI facilitators will receive training on the new curriculum prior to the end of the fiscal year. Delivery to students will begin in FY 2019-20.

 

The program is a well-respected and highly sought leadership training program that continues to have widespread support from law enforcement leaders and departments throughout the state. 

 

Historically, POST has contracted with a qualified entity to present the program.

ANALYSIS:

The SLI program places an emphasis on "adaptive leadership" while taking the students through an analysis of management and leadership and how each discipline complements the other.  The course progresses from self-evaluation, to interpersonal evaluation, to organizational relationships.

POST will present 22 classes during the fiscal year with each class admitting 24 students.  All presentations will be filled, and there is a waiting list to attend the course.

The amount of funding requested will allow POST to increase the number of presentations from 16 for FY 2018-19 to 22 for the FY 2019-20.  A cost breakdown for the program is described in Attachment A. 

POST must contract with a qualified vendor to present the course. 

This program is supported by Strategic Plan Objective A.1 California law enforcement agencies are prepared to address emerging trends and challenges, and D.1 POST supports law enforcement agencies in developing positive, durable and collaborative relationships with their communities.

RECOMMENDATION:

Staff recommends the Commission authorize the Executive Director to enter into a contract with a qualified entity to provide support for the Sherman Block Supervisory Leadership Institute for FY 2017-18 in an amount not to exceed $2,301,505.90.
