Should the Commission authorize the Executive Director to contract with an entity for support of the Executive Development Course (EDC) during FY 2019-20 in an amount not to exceed $282,474?

The EDC is designed for all sworn executive managers in the POST program of the rank of lieutenant or higher who have completed the Management Course.  An agency chief executive must successfully complete the EDC to receive the Executive Certificate.  During FY 2018-19 the five presentations of the 80-hour EDC were filled, with a waiting list for courses into 2019.

In FY 2019-20, POST will offer six EDC sessions and an instructor development workshop.  Based upon the number of applications and the waiting list from this year, it is anticipated all six sessions will be filled. The EDC will be presented, applying contemporary adult learning principles and employing a variety of learning exercises, reading assignments, and group activities. A quality assessment on the Executive Development course is in process. When the evaluation and field outreach is completed, contemporary information and any identified deficiencies will be addressed in an instructor development workshop.

The total annual contract cost is not to exceed $282,474.  Attachment A reflects the cost breakdown.
