ISSUE:
Should the Commission approve additional funding of up to $1,032,641 for courses offered through the Robert Presley Institute of Criminal Investigations (ICI) contracts?
BACKGROUND:

In February of 2019, the Commission approved $3,829,317.00 in funding to renew ICI presenter contracts. A subsequent survey of the ICI presenters revealed a need for additional funding for; Core, Instructor, Child Abuse, Gang, Identity Theft, Burglary, Real Estate Fraud, Technology, Narcotics, Officer Involved Shooting (OIS), Human Trafficking, Vehicle Theft, Homicide, Sexual Assault, Fraud/Forgery, Financial Crimes, and Advanced Gang Course. 

ANALYSIS:

It is critical that California law enforcement (LE) officers receive criminal investigation training allowing them to serve and protect the communities they work in an informed and professional manner. Law enforcement officers attending ICI training make an impact not only on the communities they serve in the professional investigation and prosecution of crime, but within the agency they work through knowledge sharing. 

 

LE agencies have limited resources to provide needed training to their employees, making ICI courses an invaluable resource. Waiting lists for courses indicate a demand and a need for investigator training.

 

POST staff reviewed additional course requests and identified the Core, ICI Instructor, Child Abuse, Narcotics, OIS, Human Trafficking, Homicide, and Sexual Assault courses (for a total of 27 courses) to request additional program funding for. Depending on POST finances as the fiscal year progresses, POST staff may request funding for the remaining courses.  


RECOMMENDATION:
POST staff recommends the Commission authorize the Executive Director to enter into a contract for up to $1,032,641 in additional funding to the Robert Presely Criminal Investigation Institute (ICI) program to meet increased training needs..
