The Law Enforcement Code of Ethics serves as an affirmation that the individual, as a law enforcement officer, will adhere to the Constitution, act in a manner consistent with the law and departmental policies and do so ethically and without undue influence.

Commission Regulation 1013 requires that the Code of Ethics be administered to all peace officer trainees during the basic course and to all other persons at the time of appointment. The Commission has requested that the language be reviewed to ensure it is contemporary, germane, and inclusive of all who are served by California law enforcement.
At the October 18, 2018 meeting, the Commission approved removal of the terms “mankind,” “men,” and “before God” from the Code of Ethics. However, due to a technical error the Rulemaking package was withdrawn.

After considerable fellow-up discussion, at the February Meeting the Commission decided to rescinded a prior vote from the October Meeting, which removed the terms “mankind, men, and before God”), and formally re-vote on each of the three terms individually.
An analysis of the meeting minutes from the February 2019 meeting reflected that the Commission re-voted on removing “mankind” and leaving “before God” in the text. However, no formal vote was taken on removal of the term “men” from the text, even though the minutes reflect that was the Commission’s intent. Therefore, the Commission needs to formally vote on removal of the word “men” to properly remove that specific term, if it so desires.
