ISSUE:

Should the Commission authorize the Executive Director to enter into contracts with POST certified presenters of the Emergency Vehicle Operation Course (EVOC) used in Learning Domain 19, during Fiscal Year 2019-20 in the amount not to exceed $4,333,5000.00?  This will also include providing reimbursement to a new presenter, Santa Clara County Sheriff's Office.


BACKGROUND:

For many years, the Commission has contracted with multiple presenters to deliver high cost training courses at a per student rate established in the contract.  During Fiscal Year 2018-19 the course was contracted with 18 presenters throughout the state. POST has identified four additional presenters who have been presenting the training but not receiving reimbursements, and one new presenter (Santa Clara County Sheriff's Department).  For Fiscal Year 2019-20 we would like to increase it to 23 presenters.


ANALYSIS:

The overall contracted amount proposed for Fiscal Year 2019-20 will increase $1,754,500.00 to a total of  $4,333,500.00.  (see Attachment A)

Contract agreements are proposed for the following basic academy presenters:

-Alameda County Sheriff's Department

-Allan Hancock College

-Bakersfield Police Department

-Butte-Glenn Community College District

-College of the Redwoods

-Contra Costa County Sheriff's Department

-Napa Valley College Criminal Justice Training Center

-Oakland Police Department

-Riverside County Sheriff's Department

-Sacramento County Sheriff's Department

-Sacramento Police Department

-San Bernardino County Sheriff's Department

-San Diego Police Department

-Santa Clara County Sheriff's Department

-Santa Rosa Junior College

-South Bay Regional Training Public Safety Training Center

-Stanislaus County Sheriff's Department

-State Center Regional Training Facility

-Tulare-Kings Law Enforcement Public Safety Training Department

-Ventura County Sheriff's Department

This item supports Strategic Plan Goal D:  Enhance law enforcement's ability to serve their communities.


RECOMMENDATION:

Staff recommends the Commission authorize the Executive Director to enter into contracts with POST certified presents of the Basic Driver Training Course Fiscal Year 2019-20 in the amount not to exceed $4,333,500.00
