ISSUE, BACKGROUND, ANALYSIS, & RECOMMENDATION
ISSUE:

Should the Commission authorize the Executive Director to enter into a contract with qualifying entities for the presentation of the California Commission on Peace Officer Standards and Training (POST) Executive Development Course in an amount not to exceed $229,849.40?

BACKGROUND:

The Executive Development Course (EDC) is the last in a series of professional development programs offered by POST and is intended to enhance the leadership potential and capabilities of law enforcement executives. The EDC is an 80-hour course conducted in two separate one-week sessions.

Completion of the EDC is a requirement for a department head to receive his/her POST Executive Certificate [Commission Regulation 1011 (a) (11)].

 

ANALYSIS:

The EDC will be presented by applying contemporary adult learning principles, and employing a variety of learning exercises, reading assignments, and group activities.

The current contract will expire June 2020.

Maximum budget expenditures and budget detail are described in the attachments.

RECOMMENDATION:

POST staff recommends the Commission authorize the Executive Director to enter into a contract with qualifying entities for the presentation of the POST Executive Development Course in an amount not to exceed $229,849.40.
