ISSUE, BACKGROUND, ANALYSIS, & RECOMMENDATION
ISSUE:

Should the Commission authorize the Executive Director to enter into a contract with qualifying entities for the presentation of the California Commission on Peace Officer Standards and Training (POST) Supervisory Course in an amount not to exceed $298,150.00?

BACKGROUND:

The vision of the California Commission on Peace Officer Standards and Training (POST) is to be the leading organization in establishing professional standards, assuring top-quality training, and providing effective services to develop and support the world's finest peace officers and law enforcement organizations.

The Training Program Services (TPS) Bureau fulfills POST’s vision through the development and maintenance of training curricula for California Peace Officers. TPS utilizes annual contracts to provide mandated and necessary training in the areas of leadership, criminal investigations, future foresight, supervision, management, instructor development, diversity, and tolerance.

TPS maintains quality and excellence in its training programs through quality assessment, instructor development, and curriculum updates to incorporate and address contemporary issues and subject matter improvements.

The POST Supervisory course is an 80-hour course mandated by Commission Regulation 1005 for POST Program peace officers promoted, appointed, or transferred to first-level supervisory positions.

 

ANALYSIS:

In FY 19/20, 1,590 people were mandated by Regulation to attend the POST Supervisory Course. In FY 20/21, expected student numbers will remain the same or increase from last fiscal year. Class size is limited to 30, which would require additional course presentations to provide enough course availability for the mandated number of students.

While POST provides a $6,930 subvention of expenses per course, historically 8 presenters request funding. Presenters requesting POST funds for FY 20/21 will deliver 36 courses across the state.

Updates to curriculum and the attrition of instructors creates a need for (2) Train the Trainer courses in FY 20/21. 

The current contract will expire June 2020.

RECOMMENDATION:

POST staff recommends the Commission authorize the Executive Director to enter into a contract with qualifying entities for the presentation of the POST Supervisory Course in an amount not to exceed $298,150.00.
