ISSUE:

Should the Commission authorize the Executive Director to enter into a contract with qualifying entities for the presentation of the Robert Presley Institute of Criminal Investigation (ICI) program in an amount not to exceed $5,058,937.98?

BACKGROUND:

In 1995, pursuant to Penal Code section 13519.9, the Commission established an advanced training program called the Robert Presley Institute of Criminal Investigation (ICI) to meet the needs of criminal investigators.  POST currently contracts with the following entities for presentation of the ICI training courses throughout California: Northern California Regional Public Safety Training Authority, State Center Regional Training Center - Fresno/Fresno City College, Los Angeles Police Department, Los Angeles Sheriff's Department, San Diego Miramar College, San Francisco Police Department, Government Training Agency (formerly San Diego Regional Training Center), and South Bay Regional Public Safety Training Consortium.

POST has entered into a contract with the California Department of Corrections and Resources (CDCR) to deliver ICI training with four ICI Presenters.  South Bay Regional Public Safety Training Consortium, Government Training Agency, Fresno/Fresno City College and Northern California Regional Public Safety Training Authority have agreed to hold three positions in each of the requested courses for CDCR up to one month prior to the course date.  The courses CDCR has requested are Vice, Financial Crimes, Narcotics, Sexual Assault, Homicide, Gangs, ICI Instructor, ICI Core, Burglary, Identity Theft, Child Abuse, and Human Trafficking.

The contracts provide for course presentation costs, equipment acquisition, and course research and development.

The POST ICI program consists of three phases of approximately 200 hours of training to qualify for an ICI Certificate in one of 16 specialty areas. The phases include a Core Course, a Foundation Specialty Course, and three Investigative Electives.

 

ANALYSIS:

ICI provides cutting-edge training to prepare investigators to meet and manage the challenges of conducting complex criminal investigations. The program consist of an 80-hour core investigations course, 16 foundation specialty courses (e.g., sexual assault investigation, child abuse investigation, officer involved shootings, and terrorism) and a series of elective investigative courses.

Maximum budget expenditures and budget detail are described in Attachment A.

Current contract will expire the end of FY 19/20.

RECOMMENDATION:

POST staff recommends the Commission authorize the Executive Director to enter into contracts with qualifying entities for the presentation of the POST ICI program in an amount not to exceed $5,058,937.98.
