ISSUE, BACKGROUND, ANALYSIS, & RECOMMENDATION
ISSUE:
Should the Commission authorize the Executive Director to enter into contracts with POST certified presenters of the Emergency Vehicle Operations Course (EVOC) used in Learning Domain 19, during Fiscal Year 2020-21 in the amount not to exceed $4,350,000.00? 
BACKGROUND:
For many years, the Commission has contracted with various presenters to deliver high cost training courses including the Basic Emergency Vehicle Operations Course (EVOC). During Fiscal Year 2019-20, these courses were contracted with 20 presenters throughout the state.
ANALYSIS:

Contracts for Emergency Vehicle Operations Course (EVOC) was increased in Fiscal Year 2019-20 to add an additional five presenters.  The overall contracted amounts proposed for Fiscal Year 2020-21 will remain at the current level and not exceed $4,350,000.00. (see Attachment A).

Contract agreements are proposed for the following basic academy presenters:

-Alameda County Sheriff's Department

-Allan Hancock College

-Bakersfield Police Department

-Butte-Glenn Community College District

-College of the Redwoods

-Contra Costa County Sheriff's Department

-Napa Valley College Criminal Justice Training Center

-Oakland Police Department

-Riverside County Sheriff's Department

-Sacramento County Sheriff's Department

-Sacramento Police Department

-San Bernardino County Sheriff's Department

-San Diego Police Department

-Santa Clara County Sheriff's Department

-Santa Rosa Junior College

-South Bay Regional Training Public Safety Training Center

-Stanislaus County Sheriff's Department

-State Center Regional Training Facility

-Tulare-Kings Law Enforcement Public Safety Training Department

-Ventura County Sheriff's Department

This item supports Strategic Plan Goal D:  Enhance law enforcement's ability to serve their communities.


RECOMMENDATION:
Staff recommends the Commission authorize the Executive Director to enter into contracts with POST certified presenters of the Emergency Vehicle Operation Course (EVOC) in Fiscal Year 2020-21 in an amount not to exceed $4,350,000.00.
