ISSUE:
Should the Commission approve the amendment to Regulation 1056 to require bi-annual recertification of all certified POST courses?
BACKGROUND:

Regulation 1056 currently reflects an outdated business practice that is no longer in use by POST or presenters. POST implemented the Electronic Data Interchange (EDI) many years ago, which allowed for all paper documents to be moved into electronic form. With the transition to EDI, the system currently recertifies most courses every fiscal year automatically without review by POST staff or the presenter.

This is problematic, as some of the courses which were originally approved on paper were not appropriately migrated into EDI. Renewing courses automatically without review does not allow POST to accurately maintain the most up-to-date course information.
ANALYSIS:
The amendment to Regulation 1056 will bring clarity to both the presenters and POST regarding the current course recertification practice. The amendment will allow POST to maintain the most current course information and require presenters to review their courses on a bi-annual basis. This will help ensure the highest level of contemporary training content, practices and current instructors. This revision will not apply to the Regular Basic Course or POST-developed multimedia training courses.
RECOMMENDATION:
POST staff recommends the Commission approve the amendment of Regulation 1056 to require presenters to review and recertify their courses bi-annually based on original certification date and follow current recertification practices for POST courses.
