ISSUE:

As part of an ongoing process, staff reviews regulations and procedures relating to basic courses to determine if revisions are necessary. This report covers revisions to POST Regulation 1070 (Attachment A).  The revisions remove the need to have both Driver Awareness Instructor and Driver Training Instructor to those who only teach slow speed maneuvers.

BACKGROUND:

As part of an ongoing process, staff reviews regulations and procedures related to basic courses to determine if revisions are necessary. This process is facilitated by staff with input by subject matter experts and academy directors and coordinators. The outcome includes recommendations for updating and enhancing the basic courses. 

POST currently requires all vehicle operation instructors in the basic courses to complete the Driver Awareness Instructor Course and the Driver Training Instructor Course.  For those instructors that only teach slow speed maneuvers the Driver Training Instructor Course is not necessary. 
ANALYSIS:
The proposed changes to Commission Regulation 1070 would allow instructors only teaching slow speed maneuvers to attend the Driver Awareness Instructor Course only.  
RECOMMENDATION:

Staff recommends that the revisions to Regulation 1070 be amended pursuant to the rulemaking process and the Office of Administrative Law. If no one requests a public hearing, the amendments would become effective January 1, 2021.
