ISSUE:

This proposed revisions to Commission Regulation 1005 (Attachment A) are indicated in underline on the attached copy of the regulation. The revision provides the POST Executive Director the authority to identify POST-constructed informational videos of high priority or urgency due to their impact on the law enforcement community and incentivize the viewing of the video by providing a minimum of one hour Continued Professional Training (CPT).

Should the Commission approve, subject to the Notice of Proposed Regulatory Action process, the proposed Regulation as enumerated in this report?

 

 

BACKGROUND:

Currently, there is no regulatory authority provided to the POST Executive Director to incentivize viewing of training videos by providing CPT.

 

ANALYSIS:

The proposed changed to Commission Regulation 1005 provides the POST Executive Director the authority to identify POST-constructed informational videos of high priority or urgency due to their impact on the law enforcement community and incentivize the viewing of certain training videos by providing a minimum of one hour Continued Professional Training (CPT).

RECOMMENDATION:

Staff recommends that the revisions to Commission Regulation 1005 be amended pursuant to the rulemaking process and the Office of Administrative Law. If no one requests a public hearing, the amendment would become effective January 1, 2021.
