APPROVAL OF ACTION SUMMARY AND MINUTES
1.Approval of the Action Summary and Minutes of the previous Committee meeting.
If the Finance Committee concurs, the appropriate action would be a MOTION to approve the Action Summary and Meeting Minutes from the last Finance meeting.
BUDGETS
2.Report on Updated Proposed Budget for FY 2018/19
Governor Brown issued his proposed budget for Fiscal Year 2018-19 for the State of California on January 10, 2018.  The Governor’s May Revise for FY 2018-19 (Attachment A) contains adjustments for the Commission as well as a comparison to the current FY 2017-18 budget.  The Department of Finance (DOF) approved POST FY 2018-19 budget to be restored at the same funding level as FY 2017-18 in the amount of $47.2 M. 
3.Report on Revenue
The Commission on POST is financed through the State Penalty Fund. POST depends on this revenue to perform its legal obligations to the State of California. Revenues collected in the past 10 years continue to decrease significantly.   FY 2018-19 projected revenues will potentially decrease by more than $12 million compared to the revenues collected in FY 2017-18.
4.Report on Expenditures
The Commission on POST receives monthly updates from the State Controller’s Office on expenditures and the remaining balances in POST's budget. This report notates expenditures through April 30, 2018. (Attachment A)
5.Report on Reimbursements

This report is informational only.

 

As of May 25, 2018, all Travel Reimbursement Requests (TRRs) for FY 2015-16 have been processed and completed.  TRRs for FY 2016 -17 and 2017-18 continue to be processed for reimbursement.  POST's goal is to process all remaining FY 2016-17 TRRs by December 31, 2018, and all FY 2017-18 TRRs by June 30, 2019.

6.Report on Contract Enhancements

At the February 2018 meeting, the Finance Committee was provided a list of all POST training and administrative contracts for FY 2017-18 and proposed for FY 2018-19.

 

During the meeting POST provided an overview of proposed contract process changes.  Included in the proposal, POST identified reductions to existing training contracts for course presentations therefore reducing course expenditures.

 

Based on concerns expressed by the Commission at the February 2018 meeting, in March 2018, POST met with the Department of Finance (DOF) to discuss possible additional funding.

 

POST submitted a Budget Change Proposed (BCP) during the May revise for additional funding in the amount of $3.4 M.  The BCP would have allowed POST to restore Peace Officer Training Courses.  The DOF recommended the POST proposed budget be augmented to match the previous FY 2017-18 budget based on the information provided in the BCP.

 

If the Committee concurs, the appropriate action would be a RECOMMENDATION to approve the report to the Commission at its meeting on June 21, 2018 in West Sacramento.
