APPROVAL OF ACTION SUMMARY AND MINUTES
1.Approval of the Action Summary and Minutes of the previous Committee meeting.
If the Finance Committee concurs, the appropriate action would be a MOTION to approve the Action Summary and Meeting Minutes from the last Finance meeting.
BUDGETS
2.Report on Updated Proposed Budget for FY 2019-2020

Governor Newsom issued the Fiscal Year 2019-20 proposed budget for the State of California on January 10, 2019 (Attachment A).  

 

3.Report on Expenditures for FY 2018-2019

The Commission on POST receives monthly updates from the State Controller’s Office on expenditures and the remaining balances in POST's budget. This report notates expenditures through March 25, 2019 (Attachment A).


4.Contracts Requiring Approval by the Commission for FY 2019-2020

At the February 2019 meeting, the Finance Committee was provided a list of all POST training contracts for FY 2018-19 and proposed for FY 2019-20. Review Item 5 Attachment A illustrates three additional proposed contracts for FY 2019-20.

 

5.Report on Revenue for FY 2018-2019

The Commission on POST is partially funded through the State Penalty Fund. POST depends on this revenue to perform its legal obligations to the State of California. Revenues collected in the past 10 years have decreased significantly. FY 2018-19 projected revenues will potentially decrease by more than $12 million compared to the revenues collected in FY 2017-18.

 

REPORT ON REQUEST TO RENEW CONTRACTS
6.Report on Request to Enter into Vendor Contracts for Development of Learning Portal Courses and Tools

In 2017, the Commission authorized the Executive Director to enter into contracts with various qualified vendors for the development of Learning Portal courses and tools in an amount not to exceed $1.8 million.  The Learning Technology Resources Bureau is requesting to renew the authorization for another two-year period in an amount not to exceed $1.8 million.

 

7.Report on Request to Renew Contracts for Basic Academy Driver Training (EVOC)
Request to add and increase contracts for Basic Academy Driver Training (EVOC).
