| | | | | | 4. | Report on POST Continuity of Government during Coronavirus (COVID-19) Pandemic | | | | | | | The Coronavirus (COVID-19) pandemic has created significant challenges for the 610 law enforcement agencies, 41 law enforcement academies, and approximately 90,000 peace officers and public safety dispatchers that POST serves, in addition to the non-POST entities and individuals that POST is statutorily required to provide training standards for.
As critical support infrastructure for law enforcement, POST staff have taken measures to maintain continuity of government operations and to ensure service delivery to the field continues.

| | | | | | 5. | Report On the Use of Force Virtual Reality Course | | | | | | | The Commission on Peace Officer Standards and Training (POST) is in the process of purchasing $5M in new Force Option Virtual Reality Simulators. Fifty (50) presenters, to include Regional Skills Training Centers (RSTCs) and law enforcement agencies, throughout the State of California have been identified to receive a new simulator. POST is currently in the process of identifying an additional twenty-five (25) presenters to bring the total number of presenters up to seventy-five (75) throughout the state.
Additionally, POST has developed a new Use of Force Simulator Course to be used in conjunction with the Virtual Reality simulators and Use of Force Guidelines to include requirements outlined in Senate Bill 230.

| | | | | | 6. | Report on Use of Force Guidelines Project Update | | | | | | | Assembly Bill 392 changed the legal standard for law enforcement use of force. Senate Bill 230, a related bill, mandated changes to law enforcement use of force policies and training.
POST assumed a lead role in this endeavor and has taken proactive steps to ensure expeditious development of training and guidelines pursuant to these legislative mandates.

| | | | | | 7. | Report on Officer Wellness Video | | | | | | | POST is in the process of championing a "wellness" campaign for both sworn and non-sworn law enforcement personnel. The first completed piece is a five minute Officer Wellness "Did You Know," (DYK), video. The DYK series is meant to start conversations within organizations and/or direct individuals to resources for assistance.
The Officer Wellness DYK is scheduled to be released June 15, 2020.

| | | | | | 8. | Report on IGP Update | | | | | | | Under the Management Counseling and Projects Bureau and with administrative assistance from the Executive Office, POST initiated the Innovative Grant Program (IGP) Project. POST has partnered with CalOES and contracted with them for technical assistance for Grant Funding Programs so as to have guidance in this venture, which is new to POST. This report is provided as a status update on the third round of funding to be released in 2020.

| | | | | | | | H. | Report on Restructuring of Advisory Committee | | | | | | The POST Advisory Committee was created to serve as a sounding board for the Commission, to provide input on many complex issues and is intended to represent a broad array of law enforcement stakeholders whose interests are served through participation in the POST Program.
This item is presented to bring the service delivery model of the Committee, as well as its composition up to date.
Should the Commission modify the mission, composition, terms of service, and/or duties for the Advisory Committee in order to ensure optimal service to the Commission and its stakeholders?
If the Commission concurs, the appropriate action would be a MOTION to approve the continuance and role of the Advisory Committee, as well as provide any modification or addition to the draft mission and protocols submitted by staff.
Additionally, if the Commission approves the continuance of the Advisory Committee, the appropriate action would be a MOTION to appoint and/or re-appoint Advisory Committee members.
At the February 2020 Meeting, Commissioner Dudley called for a motion to extend the Advisory Committee Members’ terms through June 2020, at which time appointments will be determined and voted on. The motion carried unanimously to extend the Advisory Committee Members’ terms through June 2020.
POST Staff requests the Commission provide direction with respect to whether to formally re-appoint the below members.

- Letter stating the Public Safety Dispatch Advisory Council (PSDAC) requests the Commission re-appoint Jaime Young as PSDAC representative on the POST Advisory Committee. Current term expired October 2019.
- Letter from Elmo Banning, Advisory Committee Public Member, seeking re-appointment to the Advisory Committee as a Public Member. Current term expired October 2019.
- Letter from Alex Bernard, Advisory Committee Public Member, seeking re-appointment to the Advisory Committee as a Public Member. Current term expired October 2019.
- Letter stating the California Coalition of Law Enforcement Association (CCLEA) requests the Commission re-appoint Artin Baron as CCLEA representative on the POST Advisory Committee. Current term expired September 2019.

| | | | | | | | I. | Report on Changes to Regulation 1053 - Requirements for Self-Paced Training Course Certification | | | | | | As part of an ongoing process, staff reviews regulations and procedures relating to course certification to determine if revisions are necessary. This report covers a revision to POST Regulation 1053. The revision clarifies the minimum number of hours that may be approved. This revision has been made for the purpose of clarity in the minimum hourly standards of self-paced learning courses.

This report covers a revision to Commission Regulation 1005. The revision provides the POST Executive Director the authority to identify POST-constructed informational videos of high priority or urgency due to their impact on the law enforcement community and incentivize the viewing of the video by providing a minimum of one hour Continued Professional Training (CPT).

Exceptions may be made for workshops, seminars, symposiums, and other similar events when an individual is registered to attend sessions for which he or she is not an instructor.
