ISSUE, BACKGROUND, ANALYSIS, & RECOMMENDATION
ISSUE:
Should the Commission authorize the Executive Director to enter into a contract with an entity for presentation of the Executive Development Course (EDC) during FY 2016-17 in an amount not to exceed $217,695?
BACKGROUND:
For the past several years, POST has contracted with a qualified vendor for the presentation of the Executive Development Course (EDC).  The EDC is designed for all sworn executive managers in the POST program of the rank of lieutenant and higher who have completed the Management Course.  An agency chief executive must successfully complete the EDC to receive the Executive Certificate.  The  FY 2015-16 contract in the amount of $174,156 was for four presentations of the 80-hour EDC.  Every presentation had maximum attendance and students are still waiting for the course.  
ANALYSIS:

The focus of the Executive Development Course (EDC) is to provide a different perspective regarding the roles of leaders in their respective organizations.  The course is interactive and provides training on a variety of topics associated with organizational dynamics and development, personal and group leadership, and communication skills.  This course is also a prerequisite for agency heads to obtain POST's Executive Certificate (Commission Procedure F-1-10).

Due to the number of students waiting to participate in this training, staff plans to increase the number of course presentations to five for FY 2016-17.  It is anticipated all sessions will be filled.  The EDC will be presented applying contemporary adult learning principles and employ a variety of learning exercises, reading assignments, and group activities.  The contract cost for FY 2016-17 will not exceed $217,695.  Attachment A reflects the cost breakdown.    

RECOMMENDATION:
Staff recommends the Commission authorize the Executive Director to enter into a contract with an entity for presentation of the Executive Development Course (EDC) during FY 2016-17 in an amount not to exceed $217,695.
