Regulation 1011 (11) (F) states: In order to be awarded three certificates, Supervisory, Management, and Executive, or any combination of two, possess a minimum of two years experience at the levels stated in subsections 1011(a)(9)(E), 1011(a)(10)(E), and 1011(a)(11)(E) respectively, as appropriate for the award.
When out-of-state candidates in executive positions apply for their Executive Certificates, in compliance with Regulation 1011 (11), they are required to meet several minimum qualifications.
They must be eligible for an Advanced Certificate, and complete a minimum of 60 semester units or posses and accredited degree. They must also complete the POST-certified Executive Development Course and possess two-years of law enforcement experience as a permanent department head with their current agency.
However, candidates can request a Supervisory and Management Certificates as well.
This can be problematic, because there is no satisfactory vehicle to verify their previous training. POST has no way to verify their previous training meets the standards set forth in the POST-certified Supervisory and Management Courses.
Both certificate programs contain curricula centric to California law enforcement operations and leadership.
As the current Regulatory process is written, contradicting directions make it difficult to discern who would meet the minimum qualifications for Supervisory and Management Certificates, at the executive level.
To avoid issuing Supervisory and Management Certificates to candidates who may have insufficient California law enforcement training , Regulation 1011 (11) (F) should be removed. |
