ISSUE:

Should the Commission approve the revisions to Commission Regulation 1015, Reimbursements for Training?  

BACKGROUND:

At the February 2020 Commission Meeting, the Commission approved an increase in agency reimbursement for the basic academy, or Regular Basic Course (RBC), from 664 to 800 hours. The Commission also approved increasing the agency daily reimbursement rate from $50.00 to $75.00. After the February Commission Meeting, upon further review of the content, POST staff realized the maximum hours/weeks for the RBC (Modular Format) Modules III, II and I were not updated to match the newly approved changes to the RBC (Standard Format). Additionally, with the approved changes to reimbursable hours under the RBC (Standard Format), it was also noticed that the maximum weeks under the RBC (Standard Format) should have been updated from 16 weeks to 20 weeks in order to equal a maximum of 800 reimbursable hours.

(20 weeks X 40 hours = 800 maximum hours)

ANALYSIS:

Under the Regular Basic Course (Standard Format), changing the number of maximum weeks to 20 is necessary to in order to reach a maximum of 800 reimbursable hours.

(20 weeks X 40 hours = 800 maximum hours).

Under the Regular Basic Course (Modular Format, Intensive Presentation Only), changing the maximum number of weeks/hours for Module III, II and I is necessary as all three Modules together must equal a total of 20 maximum weeks in order to reach maximum of 800 reimbursable hours. With the attached revised week/hour break down for each Module (Attachment A), the sum of all three Modules will equal 20 weeks, therefore matching the same total of the Regular Basic Course (Standard Format). This will ensure consistency between the two Formats.

RECOMMENDATION:

POST staff recommends the Commission approve the amendments to Regulation 1015 as described in this report.
