On June 5, 2020, commensurate with the request of Governor Newsom, the POST Commission discontinued training in the basic academy on the application of the carotid restraint control hold. Additionally, the carotid restraint control hold has since been removed from all POST-certified in service training.
Training on defensive techniques for peace officers to protect themselves should a subject attempt to place an officer in a carotid restraint control hold is still authorized in POST- certified courses. This training is necessary for officers to protect themselves and the public from assaults, as such techniques are commonly taught in the public, particularly with the prevalence and popularity of the mixed martial arts (MMA) training and sport. This also provides peace officers with a self-preservation tool and will reduce the need to automatically utilize a higher level of self-defense.
Furthermore, should Assembly Bill 1196 be signed into law it will add section 7286.5(a) to the Government Code to reflect that, "A law enforcement agency shall not authorize the use of a carotid restraint or choke hold by any peace officer employed by that agency."
Accordingly, at the Commission meeting on June 5, 2020, the Commission directed staff to research and report on alternative control holds.
(Assembly Bill 1196 was approved by the Legislature and is currently under review by Governor Newsom.)
