ISSUE:

Executive Order N-63-20 requires the POST Executive Director to inform the Commission whenever temporary waivers are issued in relation to Regulations 1005 (Minimum Standards for Training) and 1008 (Basic Course Waiver and Requalification Requirement).

 

BACKGROUND:

On May 7, 2020, Governor Newsom signed Executive Order N-63-20.  The Executive Order, among other things, provides certain authorities for law enforcement training during the COVID-19 pandemic. The Executive Order grants the POST Executive Director authority to issue temporary waivers from Regulations 1005 (Minimum Standards for Training) and 1008 (Basic Course Waiver and Requalification Requirement). The Executive Order directs the POST Executive Director to inform the Commission whenever such waivers are issued.

As of October 5, 2020, POST received 16 waiver requests in relation to the Executive Order and Regulations 1005 and 1008. Of the 16 requests, 15 requests were approved and one was denied. One of the approved requests was subsequently rescinded by the requesting agency.
