ISSUE:
Directors and Coordinators of any Regular Basic Course format or the Specialized Investigator's Basic Course have one year to complete the Director/Coordinator Course.  Being appointed as a new Director or Coordinator to the ever-changing dynamic of the basic training courses can be overwhelming and often times it's close to one year before they are able to attend the Director/Coordinator Course.  The Director/Coordinator Orientation Program will provide them the initial knowledge and understanding of the their roles and responsibilities as newly appointed Directors or Coordinators.
BACKGROUND:

Current regulation requires Recruit Training Officers (RTOs) to complete the Recruit Training Officer Orientation Program prior to performing the duties of a recruit training officer.  In order to maintain consistency and improve standards staff have developed a Director/Coordinator Orientation Program.  This will require newly appointed Directors and Coordinators to complete the program prior to performing the duties of a Director/Coordinator. 

ANALYSIS:
Staff have updated Regulation 1071 (Attachment A) to require newly appointed Directors and Coordinators of the basic courses to complete the program prior to performing the duties of a Director/Coordinator. In addition, staff updated the formatting for the Recruit Training Officer training requirements and added language to the training standard for Scenario Managers.  Regulation 1083 (Attachment B) has been updated to include the topics to be covered. This will improve standards and help Directors and Coordinators adjust to their new assignment. The Director/Coordinator Orientation Program includes:

  • POST’s Role and Expectations
  • Training Requirements
  • Duties and Operations
  • Communication and Collaboration
  • Documentation
  • Final Thoughts
RECOMMENDATION:
Staff recommends that the revisions to Regulations 1071 and 1083 be amended pursuant to the rulemaking process and the Office of Administrative Law. If no one requests a public hearing, the amendments would become effective October 1, 2021.
