ISSUE, BACKGROUND, ANALYSIS, & RECOMMENDATION
ISSUE:
Should the Commission authorize the Executive Director to amend the contract with California State University, Long Beach for the presentation of the Executive Development Course in an amount not to exceed $357,679.73?
BACKGROUND:

The Training Program Services (TPS) Bureau fulfills POST’s vision through the development and maintenance of training curricula for California Peace Officers. TPS utilizes annual contracts to provide mandated and necessary training in the areas of leadership, criminal investigations, future foresight, supervision, management, instructor development, diversity, and tolerance. 

TPS maintains quality and excellence in its training course through quality assessment, instructor development, and curriculum updates to incorporate and address contemporary issues and subject matter improvements.

Due to the increasing workload related to the course coordinator position, a second course coordinator was added to the program.  

Due to the cost of living increases, average travel rates have increased, which required an increase in course coordinator travel costs. 

Due to recent changes in CA Labor Law, course coordinator wages were impacted. A 9% increase in course coordinator wages offsets the effects of such changes. 

In order to remain contemporary and present relevant training, a curriculum development workshop will be conducted. Instructors and subject matter experts will review and update curriculum as needed. 

ANALYSIS:

Maximum budget expenditures are described in Attachment A.

The amendment increase in the amount of $127,830.33 for FY 20/21 is necessary to support the need for:

  • Additional course coordinator
  • 9% increase in course coordinator wages
  • Increase in course coordinator travel costs 
  • Curriculum development workshop 

Amendment budget line item for on-site course coordinator course 20-1 reflects the original total contract amount for one course coordinator for the entire fiscal year. Course 20-1 only had one course coordinator on-site, which is why there is only a flat rate of $4,400 reflected. On-site course coordinator line items for courses 20-2 to 20-5 reflect amendment total amounts for two course coordinators for the remainder of the fiscal year. 

Current contract will expire at the end of this fiscal year June 30, 2021. 

 
RECOMMENDATION:
POST staff recommends the Commission authorize the Executive Director to amend the contract with California State University, Long Beach for the presentation of the Executive Development Course in an amount not to exceed $357,679.73.
