ISSUE, BACKGROUND, ANALYSIS, & RECOMMENDATION
ISSUE:
Should the Commission authorize the Executive Director to enter into a contract with a qualifying entity for the presentation of the POST Command College in an amount not to exceed $281,229.50?
BACKGROUND:
The Training Program Services (TPS) Bureau fulfills POST’s vision through the development and maintenance of training curricula for California Peace Officers. TPS utilizes annual contracts to provide mandated and necessary training in the areas of leadership, criminal investigations, future foresight, supervision, management, instructor development, diversity, and tolerance. 

TPS maintains quality and excellence in its training course through quality assessment, instructor development, and curriculum updates to incorporate and address contemporary issues and subject matter improvements.

ANALYSIS:
Maximum budget expenditures are described in Attachment A.

The proposed budget for FY 21/22 is being decreased from the previous fiscal year due to canceled courses in response to the COVID-19 pandemic. Full Command College program operations and funding are intended to be restored for FY 22/23. 

The current amended contract will expire at the end of this calendar year, December 31, 2021. 
RECOMMENDATION:
POST staff recommends the Commission authorize the Executive Director to enter into a contract with a qualifying entity for the presentation of the POST Command College in an amount not to exceed $281,229.50.
