ISSUE, BACKGROUND, ANALYSIS, & RECOMMENDATION
ISSUE:
Should the Commission authorize the Executive Director to enter into a contract with the Simon Wiesenthal Center for the presentation of the Museum of Tolerance (MOT) program in an amount not to exceed $1,556,000.27?
BACKGROUND:
The Training Program Services (TPS) Bureau fulfills POST’s vision through the development and maintenance of training curricula for California Peace Officers. TPS utilizes annual contracts to provide mandated and necessary training in the areas of leadership, criminal investigations, future foresight, supervision, management, instructor development, diversity, and tolerance.

TPS maintains quality and excellence in its training course through quality assessment, instructor development, and curriculum updates to incorporate and address contemporary issues and subject matter improvements.

The following MOT Course are mandated by Penal Code:
Penal Code 13519.6 – Hate Crimes
Penal Code 13519.6 – Racial and Cultural Diversity, Racial Profiling, Sexual Orientation and Gender Minority Groups

ANALYSIS:

Maximum budget expenditures are described in Attachment A - MOT - Maximum Budget Expenditures.

The proposed budget did not increase from the previous fiscal year.

Current contract will expire at the end of fiscal year 2020/2021.

RECOMMENDATION:
POST staff recommends the Commission authorize the Executive Director to enter into a contract with the Simon Wiesenthal Center for the presentation of the Museum of Tolerance program in an amount not to exceed $1,556,000.27.
