Should the Commission authorize the Executive Director to contract with authorized entities for the presentation of the Robert Presley Institute of Criminal Investigation (ICI) program in an amount not to exceed $5,101,335.54? |
BACKGROUND: |
The Training Program Services (TPS) Bureau fulfills POST’s vision through the development and maintenance of training curricula for California Peace Officers. TPS utilizes annual contracts to provide mandated and necessary training in the areas of leadership, criminal investigations, future foresight, supervision, management, instructor development, diversity, and tolerance.
TPS maintains quality and excellence in its training courses through quality assessment, instructor development, and curriculum updates to incorporate and address contemporary issues and subject matter improvements.

ANALYSIS: |
Maximum budget expenditures are described in Attachment A – ICI – Maximum Budget Expenditures.
The $35,589.99 increase from FY 20/21 to FY 21/22 is necessary to support the need for:
• Additional presentations based on field needs
• Additional contract with Department of Justice for Internet Crimes Course
The current contract with expire at the end of fiscal year 2020/2021.

RECOMMENDATION: |
POST staff recommends the Commission authorize the Executive Director to enter into contracts with qualifying entities for the presentation of the ICI program in an amount not to exceed $5,101,335.54.
