ISSUE:

This is an informational report on efforts to update the POST Strategic Plan.

 

 

BACKGROUND:
Since 1996, the Commission has used strategic planning to commit resources and guide the work of staff toward completion of objectives that are meaningful to POST’s stakeholders. The POST Strategic Plan has been updated several times since its inception. The plan most recently underwent comprehensive updating in 2015 via a tiered process that included a cross-section of POST staff and an array of stakeholders. The outcome was a reformulated plan consisting of four goals and 16 objectives, which was approved for implementation by the Commission in June 2015.
ANALYSIS:

Starting in September 2020, POST staff, representing each bureau, formed the Strategic Plan Team. Through weekly meetings, the Strategic Plan Team developed a draft strategic plan document based on research, thorough reviews of the 2015 plan and discussions with each bureau.

The 2020 Strategic Plan will guide POST's efforts through the next three to five years. The Strategic Plan Team is currently on the third round draft of the document, with the next milestone goal to get feedback from external stakeholders. 

The goal of the Strategic Plan team was to take the 2015 document and completely refresh it for 2020, creating specific, attainable action items to complete within the next 3 years. One of the main goals for creating the new, revised plan was to update strategies and action items underneath each remaining objective, making them relevant to today's issues. Upon review of the 2015 Strategic Plan, approximately 25% of action items were completed. The remainder of the items in the 2015 document were either no longer relevant, or evolved over time, which prompted the need to update accordingly and create/add in new strategies and action items. 

Currently, the 2020 Strategic Plan contains four goals that describe the primary focus of the plan. These were identified by POST staff and stakeholders as follows:

  • Maintain Leadership in Emerging Issues in Law Enforcement
  • Increase Efficiency in POST Systems and Operations
  • Increase Awareness and Access to POST Services and Products
  • Enhance Law Enforcement's Ability to Serve Their Communities

There are 14 objectives which are housed under these goals. The Strategic Plan objectives that were incomplete from the 2015 document were incorporated into the 2020 document and updated accordingly.

POST staff aim to have the 2020 Strategic Plan completed by April 2021.
